Whitewater commercial values increased overall by 15% this year. The increase was based on sales and brings Whitewater closer to 100% equalization (the market value of the City as determined by the Department of Revenue). The largest increase was experienced by rental properties. Sales data supported the increases.
The Department of Revenue (“DOR”) determines the equalized value of the community. Details on the values are listed on the Wisconsin Department of Revenue’s Major Class Comparison report. (copy attached). Per the report, in 2019, Whitewater’s Commercial assessed value was 102% of the DOR’s base value (base value is the DOR’s opinion of 100% market value). In 2020 the assessed value was 93% of the base value, and for 2021 the assessed value was 84% of the DOR’s base value.
The 2021 assessment work used 2020 sales. Due to COVID in 2020, Accurate lacked sales and data to justify a large commercial increase. Additionally, at that time it was unknown how the DOR would be considering the impacts of COVID. As shown on the report, the DOR did increase base value.
This year the valid commercial sales showed a mean ratio of 81 and a median ratio of 76. This means the commercial sales are selling for substantially more than the assessed value. Accurate also had both the sales and data to support an increase.
