Housing Loan Program

The City of Whitewater has a program that offers 0% interest loans to eligible households! |
The City of Whitewater has a Community Development Block Grant for Housing Rehabilitation. The funds will be loaned at 0% interest to eligible households for home repairs. Applications are accepted on a first come first serve basis. There is no cost to fill out an application and all information submitted is strictly confidential.
Funds are available for the following types of projects:
HOMEOWNERS
These funds will be lent to eligible households for home repairs. The loan is a 0% interest, deferred payment loan – you do not pay it back until you sell the house or no longer live there.
TENANTS
Loans are available to assist with purchasing a home. The loan is a 0%, deferred payment loan – you do not pay it back until you sell the house or no longer live there. Funds can assist you with down payment and closing costs. There will also be funds available to make repairs to the home that you purchase.
LANDLORDS
Installment loans are available for landlords who rent to tenants that are low- to moderate- income. The loan is a 0% interest loan. Contact the program administrator for more details.

Homeowner Rehab Application (click here)
Applicants will be required to submit a copy of their 2010 Federal Income Taxes, most current paycheck stubs, a copy of their property insurance, and a copy of their 2010 property tax bill. In addition, if you receive child support, social security or unemployment, you will also need to provide documentation for those items.
First-Time Homebuyer
Are you interested in purchasing a home? The Home Buyer's Workshops may be a place to start. The Whitewater Community Development Authority is offers a six-hour course to help you achieve your goal of home ownership. The course will teach you what you need to know to purchase a new home. Topics include establishing good credit, developing a household budget, deciding how much house you can afford, learning what to look for in a home, negotiating the best price, identifying needed repairs, and the loan process.
This program will give you a greater opportunity to own your own home by:
- Giving you the information you need to make a wise purchasing decision.
- Possibly lowering the down payment requirement.
- Possibly eliminating a savings reserve.
- Possibly lowering the amount of income you need to qualify for a home loan.

Walworth County Housing Authority
Walworth County Housing Authority Provides rental assistance through Section 8 Tenant Based Rental Assistance funded by the Department of Housing and Urban Development, own and/or manage 4 apartment complexes, special project to provide permanent housing for disabled homeless persons, Rental Rehabilitation program for eligible landlords to remodel existing rental property, provide landlord/tenant information and counseling, provide special program assistance to homeless persons. Section 8 Rental Assistance is not an emergency program. Applicants will be placed on a waiting list on the first-come first-serve basis with waiting list time about 12-15 months.
